Application
This unit of competency defines the skills and knowledge required to coordinate the erection, alteration, repair and dismantling of scaffolding/equipment in workshops, factories, manufacturing plants and warehouses, and applies to individuals coordinating a scaffolding team or employed in a supervisory capacity.
Complex scaffolding means intermediate scaffolding and above as set out the legislative requirements in each state and territory. The major difference between the complex and basic scaffolding is the height of the working platform and certain types of scaffolding and configurations.

Assessment Requirements
Performance Evidence
Evidence required to demonstrate competence in this unit must be relevant to and satisfy the requirements of the elements and performance criteria on at least two (2) occasions and include:
• following work instructions, standard operating procedures (SOPs) and safe work practices
• identifying and interpreting charts, lists, specifications and legislative requirements for erecting complex scaffolding
• determining existing or new load requirements using load tables
• coordinating the following:
• preparation of the site
• basic levelling and alignment of scaffolding
• assess the risks associated with erecting/dismantling complex scaffolding and equipment and determine the most appropriate technique
• appropriate use of relevant hand tools and manual handling techniques
• determining personnel and equipment requirements, including working safely and confidently at heights
• time management
• clean-up and site remediation
• inspecting completed scaffolding with reference to structural integrity and design faults
• completing inspection log in accordance with procedures and legislative requirements.
Knowledge Evidence
Evidence required to demonstrate the required knowledge for this unit must be relevant to and satisfy the requirements of the elements and performance criteria and include knowledge of:
• safe work practices and procedures and use of personal protective equipment (PPE)
• erection and dismantling procedures as set out in the Australian Standards
• codes of practice, for example, the Scaffolder's Guide
• site-specific requirements
• types of scaffolding systems and deck loadings
• using load tables to determine existing or new load requirements
• sequence of operations in erecting and dismantling the scaffolding
• design and materials faults, including rust, wear and tear and stress
• scaffolding techniques and equipment and its limitations
• materials handling, storage and environmentally friendly waste management
• hazards; electrical, stability, mobile plant issues/requirements; falls protection measures; minimum gap requirements; and safe access and egress.
Assessment Conditions
• Assessors must:
• have vocational competency in coordinating erection/dismantling of complex scaffolding/equipment at least to the level being assessed with relevant industry knowledge and experience
• satisfy the assessor requirements in the Standards for Registered Training Organisations 2015 or its replacement and comply with the National Vocational Education and Training Regulator Act 2011, its replacement or equivalent legislation covering VET regulation in a non-referring state/territory as the case requires
• Where possible assessment must occur in operational workplace situations. Where this is not possible or where personal safety or environmental damage are limiting factors, assessment must occur in a sufficiently rigorous simulated environment that reflects realistic operational workplace conditions. This must cover all aspects of workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills
• Conditions for assessment must include access to all tools, equipment, materials and documentation required, including relevant workplace procedures, product and manufacturing specifications
• Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.
