Application
This unit of competency defines the skills and knowledge required to identify risks and safely work on and move around vessels – for sales, service or repair – on and out of the water and applies to recreational vessels in both land and water environments and in workplaces in which vessels are built, repaired, stored, sold and transported.
This unit could be assessed in conjunction with unit MEM13019 Undertake work health and safety activities in the workplace and unit MEM13003 Work safely with industrial chemicals and materials.

What You'll Learn
1. Identify safe access methods and working platform
- 1.1 Follow standard operating procedures (SOPs)
- 1.2 Comply with work health and safety (WHS) requirements at all times
- 1.3 Use appropriate access methods to gain access to the work location
- 1.4 Inspect work platforms to confirm that they are appropriate for the purpose, are located in a correct manner and comply with any regulatory controls
2. Move around and work safely on recreational vessels
- 2.1 Identify risks and hazards from observation, including confined spaces, and identify workplace approved risk controls
- 2.2 Select work methods and tools appropriate for the task
- 2.3 Identify and use appropriate engineering controls
- 2.4 Select and use appropriate personal protective equipment (PPE) in accordance with SOPs
- 2.5 Use appropriate warning signs and signals
- 2.6 Minimise, control and dispose of work residues in accordance with SOPs
- 2.7 Maintain worksite in a clean and tidy state using appropriate housekeeping methods
3. Follow emergency procedures for incidents in the marine environment
- 3.1 Use appropriate responses in reaction to incidents and accidents
- 3.2 Use communication systems and methods to convey emergency messages
- 3.3 Follow drills for fire, explosion, toxic/dangerous spills and leakage, personal illness or injury, man overboard, collision or vessel damage
Assessment Requirements
Performance Evidence
Evidence required to demonstrate competence in this unit must be relevant to and satisfy the requirements of the elements and performance criteria on at least two (2) occasions and include:
following work instructions, appropriate emergency procedures, standard operating procedures (SOPs) and safe work practices
identifying and interpreting safety signage, labelling and placards; carrying out risk assessment and identifying work health and safety (WHS) hazards and risks; and implementing appropriate risk control measures and procedures
selecting and using the most appropriate engineering controls, including proper manual handling techniques and personal protection equipment (PPE) suitable to the task being performed
implementing appropriate workplace housekeeping methods
performing emergency procedures for incidents in the marine environment
using communication systems and methods to convey emergency messages.
Knowledge Evidence
Evidence required to demonstrate the required knowledge for this unit must be relevant to and satisfy the requirements of the elements and performance criteria and include knowledge of:
safe work practices and procedures and use of PPE
testing and maintenance of PPE
dangerous goods classification and labelling/placarding
inherent hazardous properties of the chemicals used
interpretation of the relevant safety data sheets (SDS)
basic fire-fighting procedures
site-specific emergency plan procedures
spill confinement procedures
dangerous occurrence (near miss) reporting procedures
regulatory and legislative requirements.
Assessment Conditions
Assessors must:
have vocational competency in working safely on marine craft at least to the level being assessed with relevant industry knowledge and experience
satisfy the assessor requirements in the Standards for Registered Training Organisations 2015 or its replacement and comply with the National Vocational Education and Training Regulator Act 2011, its replacement or equivalent legislation covering VET regulation in a non-referring state/territory as the case requires
Where possible assessment must occur in operational workplace situations. Where this is not possible or where personal safety or environmental damage are limiting factors, assessment must occur in a sufficiently rigorous simulated environment that reflects realistic operational workplace conditions. This must cover all aspects of workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills
Conditions for assessment must include access to all tools, equipment, materials and documentation required, including relevant workplace procedures, product and manufacturing specifications
Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.
